One of the four largest wind farms in China, with 10.98 million kilowatts of installed wind power. With a total wind resource reserve of about 890 million kilowatts, a total area of 78,000 square kilometres and a technically developed capacity of about 120 million kilowatts, Xinjiang is one of China's onshore wind resource-rich provinces.
Three of the nine wind areas in Xinjiang are located in the Hami region, with a total area of 51,600 square kilometres and a technically developed capacity of 75,498,000 kilowatts, accounting for 66.3% and 62.9% of the territory respectively. For this reason, the Hami region has been identified by the state as one of the eight 10 million kilowatt wind power bases.
The Xinjiang Hami Wind Power Base is a 2 million kilowatt wind power development base built in August 2010 in southeastern Hami, China. Xinjiang is an important strategic energy replacement area in China, rich not only in fossil energy sources such as oil and coal, but also in clean energy sources such as wind power. As the most mature renewable and clean energy source with the potential for large-scale development and commercialisation, wind power has an outstanding role in reducing greenhouse gases, protecting the environment and promoting sustainable development, and has been incorporated into China's national development strategy.

Wind power equipment manufacturing industry supporting the situation
Hami region has established a fan assembly integration-based, tower, blades, nacelle cover and other components of the production and supporting wind power equipment manufacturing industry, the formation of a certain industrial scale.
As of the end of March 2014, Hami area has a total of 8 wind power equipment manufacturing enterprises, including 3 wind turbine assembly enterprises, formed a year 2000 units (sets) of 2 MW wind turbine production capacity, to meet the 2.5 million to 3 million kilowatts of wind farm construction needs. With the gradual increase in the degree of localization of wind power equipment components, the cost of wind power enterprises will gradually reduce, and further extend the wind power equipment manufacturing chain.
The supporting situation of transmission and distribution network edit
In 2010, the Hami-Anxi 750 kV ultra-high voltage transmission and transformation project was successfully put into operation, realizing a comprehensive network between Xinjiang and the northwestern power grid and providing a stable channel for power transmission.
In June 2013, the second 750 kV channel project between Xinjiang and the main network in the northwest was completed and put into operation, opening a new channel for the "outward transmission of electricity from Xinjiang". Project - Hami South - Zhengzhou positive and negative 800 kV UHV DC transmission project was officially put into operation, which will send more than 50 billion kWh of electricity to Henan Province every year, creating extremely favourable conditions for the outward transmission of wind power from Hami.
Development advantages
Resource advantages. The survey shows that Xinjiang wind energy resources are of good quality, with a reasonable wind frequency distribution and a wind power density two to three times higher than that of other regions, which has a high development value.
Among the three wind areas in the Hami region, the wind power density of 150 watts per square metre and its technical development are more than 60% of the total area in Xinjiang, which gives it an absolute advantage in terms of resource quality and total amount.
At the same time, the Hami region has the advantage of abundant coal and light energy resources, and the effective complementarity between coal power, wind power and photovoltaic grid-connected power generation will provide more stable electricity.
Industrial orientation needs to be optimised. The existing wind power industry policy implements a fixed benchmark tariff system, whereby grid companies must purchase the full amount of electricity from wind power companies and wind power companies enjoy priority dispatching rights.
These policies, while supporting the development of the wind power industry, have also weakened the enthusiasm of wind power companies to improve the quality of power generation.
For regions with high quality wind power like Hami, the inability to obtain compensation for quality from differential pricing is not conducive to the elimination of the best and the improvement of the overall competitiveness of the industry.
Insufficient core competitiveness. The development of China's wind power industry chain has made great progress, and key components have been localised, but core components such as control systems still need further improvement, the overall level of development of the industry is not high, and the cultivation of core competitiveness may take a longer period of time.
