Photovoltaic + Ecology + Poverty Alleviation
The Xiaogan PV power station developed and constructed in Xiaogan, Hubei Province has successfully implemented the operation mode of "government + enterprise + poor households" to create a circular economy demonstration base integrating ecological enrichment, photovoltaic power generation and specialty fishery farming. The three-dimensional combination of aquaculture and photovoltaic power generation has created a new win-win model of underwater aquaculture and green power generation, and is a green energy demonstration project integrating modern agricultural cultivation and composite aquaculture. The project has helped about 100 low-income households out of poverty, and has vigorously promoted precise poverty alleviation and the pace of rural revitalization.
Since China Electric Power entered Chaoyang County, Liaoning Province in 2019, China Electric Power Chaoyang PV has taken industrial poverty alleviation as its own responsibility, maximizing the provision of jobs for local people, especially poor families, solving the employment problem of 3,260 local people, and providing technical training for laborers, so that many local people, from the PV "white boy", who does not know how to do it, have become PV installation experts. It has also provided technical training for laborers, making many local people from unknowledgeable photovoltaic "novice" to "good hands" in photovoltaic installation. The project directly led to fixed asset investment of 2 billion yuan, an annual increase in tax revenue of about 45 million yuan, and directly drive the local poor population of about 4,000 long-term, stable poverty 25 years.
In the Yunnan-Gui Plateau at an altitude of about 600 meters above sea level on top of the mountain, Shanghai Electric Power in the village of Panzhihua, Honghe County, the construction of 30 MW ground-based centralized photovoltaic power generation project for poverty alleviation. Pieces of blue photovoltaic panels form a sharp contrast with the red soil, as if a perfect fusion of modern technology and ecological civilization. The photovoltaic power station can reduce the surface temperature, improve soil moisture conditions and vegetation growth under the photovoltaic array by changing the surface energy balance, water circulation and wind speed profile, and effectively enhance the ecological function and ecological health of the photovoltaic power generation project area.
